Yes, Monday's was the last meeting. There is normally a 1-2 week gap between the final meeting and notification of R/WL - I believe to allow the committee to compile the WL itself.
You're correct, UNC has rejected people throughout the cycle this year - something new for them. How many they've rejected, I don't know. I would assume there are still quite a few to give out, unfortunately.
The WL is still being made. Rejection and WL notifications come out at the same time in late March/early April. Though applicants have been rejected on an ongoing basis for a while now, there is only one WL notification date - unless something has changed.
Apparently, yield and the number of applicants accepted off the WL varies from class to class. In recent years they've taken as few as 5-6 to as many as 15-20. There certainly is a chance, though it's tough to know how much movement there will be.
UNC is in that unique position where its cost and reputation attract pretty exceptional candidates who often leave only after being offered money to another top school late in the spring. This year's class is apparently quite competitive; therefore, it stands to reason some people currently holding acceptances will be eligible for scholarships that may lure them to a Hopkins or Penn. In that case, several spots may open up for the WL.
