...To interview?
During my interview, my interviewer explicitly told me there is a sort of ranking on the waitlist. He said he had been on the committee for a while (older person). He said the applicant gets a score for the application and a score for the interview. Those two are added up. He said the composite score is the largest determinate of when the applicant is taken off the waitlist.
Part of the process; but far from the whole story. Once the applicant pool is distilled down to the ~10% of folks that are invited to interview, the strength/qualifications of each individual candidate are pretty darn equivocal (read: very high). The interview itself is a major place where distinctions can be made - but, there are others as well. The full constellation of factors that influence WL selection is huge, and precludes the creation of a ranked list.
So ultimately, yes, as you would expect there is a system for initially evaluating applicants/interviewees prior to the AdCom review meeting, however, for all intents, purposes, and practical considerations the WL is not ranked.
