No idea if this is the case here, but one of the Deans of Admissions at a school I interviewed at was quite transparent about the fact that the majority of interviewed applicants would be placed on the Waitlist, especially earlier on in the cycle. Apparently, schools used to receive quite a bit of information regarding where applicants got acceptances and stuff like that throughout the cycle, which helped them make decisions about who to extend interviews to, who to accept, etc. Now, with the "Plan to Enroll" and "Commit to Enroll" tools, schools don't get to see where applicants have gotten in until late April, so they are unable to make educated guesses about the likeliest applicants to attend their school. As an unfortunate consequence, they need to be more conservative earlier in the cycle about which applicants to accept and which to waitlist.
