Right, but I think the question was geared more to whether anyone had received a R this early in the cycle, because that would mean that the hold was not the worst possible outcome at this point. From my observation, a hold is not a great, but it's not a death sentence in August.
I don't think holds are to wait for summer or fall grades, or for anything else from the applicant. It just means they are putting you aside until they have a chance to look at ALL the secondaries that come in. At that point (post-12/1), they will see how many II slots they have remaining and make a final pass through all the holds.
I'd look at it like this -- it's not a R, but it's basically causing you to lose whatever advantage you had by being complete early, since your application is now being held until much later in the cycle, after EVERYONE has been reviewed once, at which time you are eligible to be selected for the slots that remain. FWIW, to me it doesn't look that different from being complete sometime in October or November. Just like the late completes, you'll be reviewed at the end for whatever IIs remain. Not great, but not the end of the world, and definitely not an auto-R.
