Probably that not a lot of people withdrew their A on the April 30 deadline so not a lot of seats have opened up

Yup, exactly this. As much as I wanted to bet on the transition to full P/F happening, I called admissions a few months ago and they said that what they have posted (P/F for Foundations then H/HP/P/F for the rest of school) is what they're doing.
