Is there any telling tale with WVU specifically regarding whether an application is complete? I got the email that my application was received, and within the portal, it tells me my letters are also received. Some schools send a application completed email, but not WVU?

In the email for application received, they specifically said that they don't offer an application complete status. I think you are fine. I got the II and only have the application received email and letters received status too.

At what point should I be concerned and consider reaching out to the school if other applicants who submitted after me are receiving decisions before I do?

No, if you have ties / mission fit you should still apply. Just keep in mind that while WVU interviews a decent number of OOS applicants, the overall acceptance rate for OOS post-II is low. This is a "hey, maybe" school for 90% of OOS applicants and no one should hang their hat on it.

they say 1 letter or 1 committee letter unless you are applying for MD/PhD and then you can send more
