Then, is it by the committee member's vote?

There's a lot that goes into ranking the list and accepting applicants. It's naive to think that they would let in 80+ students a year, off the waitlist, purely by GPA+ MCAT. If it was that simple there wouldn't be weeks of effort put in during March to get the applicants ranked.
