A scholarship is not a loan & doesn't need to be repaid.
The amount of a scholarship will be taken into consideration by the FA office when they review your file and you will need to take out a little less in loans

If currently accepted people fail to commit by the deadline and the class isn't full, there could be more WL offers.
This won't happen instantly though, GW might contact those people "on the fence" and ask them if they are committing or not.
