I applied here and was complete in July, but haven't heard anything. I'm assuming this is a silent reject, but would a letter of interest be possible or a good idea this late in the game?

A letter of interest certainly won't hurt, I think, but it's hard to know if it will have any positive impact. If you've indeed been complete since July, it's probably true that your application has been passed over at least once. Just like submitting secondaries, if you have the time and the interest in GWU, you might as well submit a LOI.
I just received an interview today and I was complete Aug. 8th, but placed on rereview after a few weeks. I sent a LOI and a new ROI from my current Masters program, so maybe you should try something similar. I am by no means a super candidate so it would seem that it helped.

It was really weird actually how it happened. I was just coincidentally checking my status which i hadn't in a few months and it said "correspondence email has been sent" on my status. a few minutes later, i received the II... strange but still grateful!

is it usual to send the loi through the update or do you send an actual email to the admissions committee? I'm still confused about which to do!
Write it, save it as a PDF and send it to the admissions email account saying you want to update your profile with an LOI.

I just wrote it as the body of an e-mail, and they responded saying that this was added to my file. I don't think it matters which method.

does anyone thing GW will start giving out decisions on Oct 15th? They seemed like one of the quickest schools to start giving interviews, so I'm really hoping!!

Thanks! I'm not bragging, I'm humbled over the fact that I have 6 interviews. I'm non-traditional, and basically before I started this cycle all I could think about was "Please, just one interview!" Maybe I underestimated myself (I hope). This process is so mysterious. Good luck 🙂

Haha yeah all of the above. I can't quite remember what acronym I was going for there, but what I meant was a reference letter from my masters. My brain don't work no good no more, but apparently that's no problem for GW.

On our interview day, the Dean of Admissions implied that decisions would start coming out on or soon after 10/15. However, they might only start trickling out; don't know if we'll see mass accepts/rejects occurring any time soon (though it's a possibility).

well 3 interview days per week with ~15 interviewees per day, and about 1100 interviewees per year

Accepted via email around 9am this morning! Interviewed in late August. This is my first acceptance after striking out last cycle. Feels good after nearly a year and a half of effort!!! 🙂 Now to await financial aid decisions...

No, did not send an LOI to GW during any part of the admissions process.
I just sent thank you letters to my interviewers. Tried to show my enthusiasm for the school at the same time. Best of luck!!
