Wayne state is not the only school that considers Canadians as OOS. You're starting to just disregard the evidence. I'll say it AGAIN: Canadians are seen as OOS when it comes to consideration, like it literaly says on their site, but their site does not say that in their MSAR stats we are counted as OOS. We are CLEARLY reported as internationals to MSAR, this is a well known fact. You don't need to convince me that they treat us as OOS for admission purposes, I already interviewed there this cycle.
You can check out other schools, which do the exact same thing as WSU. I'll give you another one to look at, George Washington University. They treat Canadians the same, as OOS, and display it similarly on their MSAR.
Edit: To add on, when the residences of matriculants are reported to MSAR, the MSAR service is the one that needs to categorize the numbers on their site. Thats why they have certain states highlighted for locations being represented. Likewise when Wayne State reports to MSAR that "this many people are coming from Canada", MSAR just throws us into the international category.
