Does anyone know if NYU is receptive to pre-II Letter of Interest?

Not 100% sure but I kinda doubt it. On the interview day they told us not to bother even sending post-II LOI's, so idk how receptive they'd be to pre-II.

That just means you still have 13 schools to hear back from though! We're just a little over halfway through the interview cycle so there is still plenty of time! Remember it just takes one school to give an A so don't lose hope, you got this!

This was quite a few years ago at this point, but I ended up sending a hail mary LOI in December when I applied here, and got an interview a few days later. Can't really hurt as long as you keep it short and specific.
