To quote my post earlier. I don't know how accurate this will be, but I doubt they initially accept far more OOS spots than they can actually matriculate. Therefore I would expect there to be at least a good amount of wait list movement even for out of state applicants. Especially considering only 1/3 of out of state applicants matriculate given their acceptance.
Unless they accept around 95 OOS applicants knowing that most will not matriculate. I brought up Wisconsin because they have similar numbers and their process involves extending offers to a pool of OOS knowing that most will not matriculate. You might be right, but I know of a few schools do over-enroll, and typically it's double the matriculation number.
From what I've read Madison has separate IS and OOS WLs. The OOS however, gets no movement. They don't extend offers to one OOS applicant on the WL when another OOS withdraws. Simply put it's not a 1:1 ratio. Like I said before, no OOS applicants got in off the WL last year at WI.
I realize that MN only has one list and that's why I was curious if they have a similar policy to Wisconsin and essentially shaft the OOS WLers by giving them high ranks (high in the sense of low priority). Nothing I can do now but wait. I'm more curious about this than I am worried or paranoid.
