I know very little about the exact details/ ins & outs of it-- but I know the SOM is pushing in the media to get it passed, even tonight, and I think in the coming couple of days-- so it seems like it would be late on their part if it had to be passed by 5 today. So while I am not in the know, I am confident they are. Rumor has it to watch KSL at 6 pm tonight... and look in local papers, etc. for more push for the extra seats!
 
I just read that the House Rules Committee have to hold Senate bills that are over $10,000 until the 40th day of Session. Today is the 39th day. That means that there is still tomorrow but since it's a Saturday are they not meeting? Or do education bills have until March 12th and that is when they will pick back up and complete the Session? Also, it seems that all the bills scheduled today that I did open to read more didn't involve any money so that may make some sense.

That would be awesome! This whole passing the bill is killing me.
 
It's true, just heard it on the radio driving home from school. I just don't get what is going on. The legislature said anything over $10000 had to be passed today, but it's true, if its not on the agenda now, why would they be advertising for it.

I just read this as well, which would make sense of why it is still in the Rules Committee. I think this is correct. I believe the 40th day would be on Monday 🙂

On the Calendar, it says Tuesday the 12th: General appropriations bills, supplemental appropriations bills, and school finance bills shall be available to legislators by calendared floor time and final action must be taken on each bill by calendared closing time. On Monday the 11th it is the last day for a motion to reconsider. So I'm pretty sure that since this is an appropriation bill that will be financed by the education fund that the vote will be next Tuesday. This is on par with the fact that yesterday was the last day for Executive Appropriations Committee to complete all decisions necessary to draft the final appropriations bill. This is why we saw movement yesterday and so there should be a final decision next Tuesday. The only point of concern is that today is the last day to pass any bill with a fiscal note of $10,000 or more. A fiscal note means a page or pages attached to a bill to estimate the financial impact of a bill on the government. However, in the fiscal note of this bill, it states that enactment of this bill likely will not result in any direct, measurable cost for local governments. This is because in the end they will just rearrange other aspects of education funding. So hopefully those details mean that there is no need to pass a null fiscal note and so today is not the last day. If so, I'm hopeful that this still has a shot!

I emailed my district representative this morning, who happens to be on the committee for higher education, to encourage him to support for this bill and he just sent me the following reply:

"Thank you for your e-mail. I think I can assure you that substantial funding for more students in the U of U medical school will pass this legislative session. The exact amount is to be determined but it will be several million dollars."

Sweet! So if the whole 10 million doesn't get allocated, does that mean there won't be the increase of 40 students?

Well after listening to the committee discussion yesterday, it seems like the seats would only go up by 20 for this year and the next and then would go up by 20 more the year after next for a total of 122. So, it appears the full effect will not occur for a couple years.
 
A news story on KSL just posted to their website. This is the last paragraph.

"This bill is in the House under negotiations for funding. It'll be up for vote on Monday."
 
Regrettably, there seem to be a lot of KSL readers who are quick to make uninformed judgements. They don't understand the consequences of a dwindling physician workforce, but they get upset whenever a bill costs anything. Everyone should add to the comments in support of the bill so that lawmakers who read the article will feel a sense of public support:

Yes it does, awesome! Seems like a greater chance of going through than not at this point. Something would probably have to happen for them to nix it. Has anyone calculated how much the odds go up with 20 seats? That would be kind of interesting to know.
 
They still have to vote, but it sounds pretty promising.

Well 20 seats is promising, but there are still quite a lot of room for rejection. Keep our fingers crossed and hope for the best. Hopefully they will get back to us by next week (Spring break for the U students! woo!)

I just read the comments and am super surprised! I just left my comment in support of the bill and the school. Here's to hoping I get accepted!
 
Any updates on today's vote?

No word on the vote. I was wondering if anyone understood the amendment for today. Does the change in money mean that the U would be getting 3.5 million instead of the 10 million they are asking?

I'm not sure what this means either. The link is here http://le.utah.gov/~2013/pamend/sb0042s01.hfa.01.pdf for anyone who wants to read it. It says that it has been proposed by Kennedy and that it was done early this morning. I don't know if that means that it has been ratified or not. Also, when it says one-time appropriation, does that mean that the med school gets 3.5 mil once? That wouldn't let us open up any more seats if it only happens once.
 
Wait, spoke to soon, they didn't amend the part about increasing class size and the amendment says "and" the 3.5 mil. I think that they will still get the money they need to increase the class size, anybody else understand this differently?

My dad has been talking to some lawyers at his law-firm and it sounds like it would actually be in the budget to have 13.5 million this year and then it would be 10 million other years. So I think it would be 3.5 million up-front and then who knows about the 10 million. But it sounds like it will be in the budget this year to pass. Probably won't be till wed, or thurs from what I understand.

That would be cool, I wasn't sure if it was that, or that they would get 10 mil this year and then 6.5 mil for the following years. It would be awesome if they could get 13.5 this year and 10 for the following.

Im a California resident. Hispanic URM with avg stats. 3.7GPA, 30MCAT.
I was wondering more or less how OOS friendly this school is to accept applicants. Are the OOS acceptances usually people with strong state ties?

Like i mentioned, im from CA, with ZERO state ties. trying to compile my list of schools for the 2013-2014 cycle. Sounds like an awesome university I would love to apply, but also don't want to waste money if I have a very slim chance because of my OOS status.

This school only accepts students who have strong ties to Utah. So, if you are OOS, you need to have strong ties, like family or origin etc. to Utah. In your case, I don't think you'd be eligible to apply to the U.

They definitely favor those with strong state ties and 82% of those accepted are required to have them. Then there are a few seats (8) for Idaho. That leaves like 10-12 that can be out of state this year but maybe 15-20 next year. The odds are difficult but if you love the school, it may be worth a shot. The secondary is a beast, there is a whole other personal statement.

Like the others have said, it is a very in-state heavy school. Right now we are waiting on Utah legislation to pass for an increase in class size, but also an increase in the # of students that have to be a Utah resident, or have graduated from a High School, College, or University. That being said, they do accept out of state students. My advice would be to check the School of Medicine's website and see if you will meet their requirements. They are very specific on what they want, and most students are rejected because they don't meet the minimum extra-curricular activities. Good Luck!

Passed the house!!!!! but now its headed back to the senate... not sure what that means. Im pretty sure its in great shape though.
 
I think it just goes back because it originated in the senate, it is basically through at this point

Sounds like that the school can accept up to 40 additional students this coming year, but I don't know if the University feels that it has the plan or resources in place to expand by 40 this year or if it would be easier to do 20 this year and then 20 next year. I think the legislature wants them to expand by 40 immediately but the University may not feel able to or desire to do so which doesn't make sense to me.

From listening to some of the conversations I believe there is only enough resources this year to expand by 20. If anyone calls the University about this please let us know.
 
I'm fairly certain that they will only be expanding by 20 this year because there is a lot that goes into staffing to prepare for that many students. The committee debate audio suggested that it might not even be next year that they increase to the full 40 because it takes time to find the medical professors and staff.
 
So it looks like they only got 6.5M for fiscal year 2014 and 10M for the years after that. I wonder what that means for the timeline of expansion. Also, since the bill passed the house but it was amended, it has to be sent back to the Senate for concurrence, instead of being signed by the speaker. So if the Senate agrees to the lesser amount for first year, it will pass. They probably gave a lesser amount because the U wasn't planning to fully expand immediately.
 
A couple of weeks ago, my friend sent an email to the school about the timeline for the new students. They wrote back saying that it would only be 20 this year and 20 more in the future, even though it doesn't say anything about that in the actual bill. The news articles I've read about the bill also say the same thing.

First time poster, long time reader. The anticipation finally got to me enough to create an account. I'm guessing next week will hold some nice surprises and disappointments in the mail. Just a hunch.
