I'm guessing that the ~100 offers to OOS students prior to the final pool will fill the 40 spots mentioned in the quote.
So, unless the University of Iowa admits more than 40 out of 150 (26%) OOS students every year, does this imply that most OOS offers are made prior to the final pool? In other words, if you're OOS and final pooled does that mean that you're rejected?
