I submitted end of Agust and still not complete. Should I just withdraw and take it as they aren't going to review my application?

You should definitely give them more time. Schools have very variable complete times.

Ok, I've been hearing people submitting in mid September and being complete already so I just figured they probably screened me out :/

Do you know how apps are reviewed? Is by submission date, priority or?

It seems to take most people ~a month to receive the complete email after secondary submission. I got a complete email about a month after submitting the secondary (but 2 weeks after they received LORs)

Chill guys, don't withdraw your application! I was complete right at the beginning of August and I did not receive a complete e-mail until a few days ago. They probably have a complicated subcommittee system divided by region and/or scores that takes time to process application completions, which does not strictly correlate with completion dates. After all, this process has to be overwhelming on their part; most of the adcom members are not paid to be on adcoms and are physicians or scientists with loads of work outside of their admissions service.

I don't think it's linear. I submitted same say as a friend back in June or early July or something. He got an II 3 weeks later a day after his complete email. I got my complete email and II literally a month after him.

No. You're in for the long haul anyways with MSTP. get some more productive research in this year and apply early with a better app next cycle.
