They are pretty holistic and really want IS ties, particularly IS near their service region. (at least for UCI, UCR, and UCD; UCLA and UCSD are different). at UCI last year, only 15 out of 104 matriculants were OOS. But UCI recently got more competitive stats-wise: Median 517 MCAT with a 10th percentile of a 511, Median 3.83 GPA with a 10th percentile of 3.58.
They could be moving towards less stringent screening to get more money from 2º's, but I think they also like to have "rainy day" applicants. They also might have lowered the bar a lil because they think they will have fewer applicants this cycle due to COVID, IDK. All speculation.
I will say that if you are IS with ties to the community and/or IS URM (particularly Latino for UCI) you shouldn't worry too much about stats and just shoot your shot.
