Yup they do that all the time. Education is a business, hospital/healthcare is a business. They ain't running a charity here. The way they need to keep their revenue stream during pandemic is 1) increase app cost. You can look search how much last year costed on the internet and compare. 2) Send out more apps, more headcount to meet profit margin quota. Doesn't matter whether you are qualified or not bc they have nothing to lose once you hit that payment button whereas you have everything to lose (money, time, and opportunity etc.)
People say well covid times so you can expect late app invite, that's a lie.
Most schools are running their time line like pre-covid, so yes save yourself and your money.
